Themes and Questions for the Study Group

Fulford Village Study Group Meeting Themes/Schedule 

with the 12 questions from the Terms of Reference inserted 


28 February - Understanding the Historical Geography of Fulford 

  • Assuming that the existing character of the village should be maintained, how should 
  • that be accomplished?  What OCP and zoning changes might be necessary to 
  • facilitate your vision of the village?  How would the designation of a Heritage 
  • Conservation Area affect the preservation of the village character? 

6 March - Understanding the Natural Environment 

  • What planning measures should be undertaken in anticipation of the effects of climate 
  • change? 
  • What environmental issues should be addressed with respect to the village and to 
  • Fulford Harbour and Fulford Creek? 
  • Consider the consumption of resources and energy, the supply and delivery of water, 
  • and the treatment of sewage.  What infrastructure might be necessary to accomplish 
  • your vision of the village?

13 March - Understanding the Built Environment 

  • How much commercial activity, and of what kind, should be taking place?  What 
  • industrial activity might be acceptable?  
  • What role does agriculture play in your vision of the village? 
  • What facilities or services (e.g. seniorʼs or affordable housing, sewage treatment, 
  • multifamily dwellings) would be required to fulfill your vision? 
  • What is required to make the village become more pedestrian and bicycle friendly, and 
  • how should that be accomplished? 
  • Should the village boundaries be changed in order to facilitate your vision of the village and the immediate surrounding area, and if so, how? 

20 March - Understanding the Service Environment 

  • Understanding that the ferry terminal will not be moved to another location or closed, 
  • and that the final design of a new terminal clearly rests with BC Ferries, what 
  • recommendations would you make about the terminal in order to accomplish 
  • community goals? 
  • How much space will be required for parking, and where should that go?  
  • What changes are necessary to address public safety and emergency services such as fire fighting, ambulance, and evacuation routes?
