“To establish a study group for Fulford Village and encourage them to engage the community in a dialogue about the future of Fulford Village, including discussions of changed boundaries, a heritage designation and other issues that will be developed by the Trust in Terms of Reference. The study group is encouraged to propose OCP amendments within the timeframe of the OCP review. The SSILTC directs staff to remove consideration of the boundaries proposed by the Fulford Village Focus Group from the present discussion.”
Organization:
The Fulford Village Study Group (Group) consists of a Core Membership of six persons, selected by the Trust (see list below) who will appoint a Chair, among whose responsibilities will be liaison with the Trust and coordination with members of the Group. The Group will also appoint a Secretary to take minutes of decision, which will be submitted to the Trust as part of its documentation of the OCP Review process.
An additional 15 persons, who volunteered to join the Group, are identified as the Community Reference Group (CRG). They are invited to join any and all meetings of the Group, to take part in discussions and render report if they choose, and will be sent all relevant documents considered by, or arising from the activities of, the Group. The Secretary is responsible for communication between the Group and the CRG.
Core Members will identify alternates, selected from the CRG, who may take their place at meetings in event that they cannot attend, with full proxy privileges.[j1]
The trustees and CRD director will sit as ex-officio members of the Group, but should not be expected to attend every meeting. The Trust will do its best to provide mapping and other resources as requested; these requests should be made to either of the trustees.
The Group will establish a schedule of meetings, all of which shall be open to the public. Notice of meetings will be provided by email to the CRG and by notices submitted to the Gulf Islands Driftwood. The Group may, at its discretion, choose to circulate notices to other groups as well, e.g. the Friends of Fulford.
The Group may set aside specified time intervals at its meetings for presentations by individuals or delegations. Time will be allotted at the close of each meeting for questions from any CRG members or general public in attendance.
The Group, at its discretion, may establish sub-committees to carry out research and report on issues. Each sub-committee shall be chaired by a Core Group member and may include members from the CRG and the general public.
The Group shall formally exist at least until its recommendations are forwarded to the Islands Trust, and may be requested by the Trust to continue to conduct deliberations and render report on designated topics after that time.
There shall be no remuneration for participation in the Fulford Study Group process.
Terms of Reference:
- Review the relevant documents pertaining to the consideration of Fulford Village in the OCP, inter alia:
- final report of the Fulford Village Focus Group as considered to date by the Local Trust Committee.
- existing Official Community Plan (v.1 and appendices to v.2), in particular the policies that relate to Fulford Village, including the guidelines for Development Permit Area 1, Island Villages.
- Create, as a first goal, a future vision for Fulford Village and its immediate surrounding area for the next 10 to 20 years and use that vision as a guide throughout the discussions. What would the village look like? Who will be living and working there? Given that all the land is in private ownership, how could owners be discouraged or prevented from changing the village in ways that do not meet the vision?
- Consider and recommend on whether the existing OCP should be revised with respect to Fulford Village. Give priority to those recommendations and make them by the end of March 2008 at the latest. Recommendations not relevant to the OCP may also be submitted, at a later date if appropriate.
- Provide recommendations on actions to be taken by the Islands Trust, CRD, Provincial agencies and BC Ferry Corporation, understanding that these organizations obviously have control of their own jurisdiction.

Specific Issues Proposed for Study by the Trust:
- How much commercial activity, and of what kind, should be taking place? What industrial activity might be acceptable?
- How much space will be required for parking, and where should that go?
- What facilities or services (e.g. senior’s or affordable housing, sewage treatment, multifamily dwellings) would be required to fulfill your vision?
- What changes are necessary to address public safety and emergency services such as fire fighting, ambulance, and evacuation routes?
- Assuming that the existing character of the village should be maintained, how should that be accomplished? What OCP and zoning changes might be necessary to facilitate your vision of the village? How would the designation of a Heritage Conservation Area affect the preservation of the village character?
- Consider the consumption of resources and energy, the supply and delivery of water, and the treatment of sewage. What infrastructure might be necessary to accomplish your vision of the village?
- Understanding that the ferry terminal will not be moved to another location or closed, and that the final design of a new terminal clearly rests with BC Ferries, what recommendations would you make about the terminal in order to accomplish community goals?
- What is required to make the village become more pedestrian and bicycle friendly, and how should that be accomplished?
- What planning measures should be undertaken in anticipation of the effects of climate change?
- What environmental issues should be addressed with respect to the village and to Fulford Harbour and Fulford Creek?
- What role does agriculture play in your vision of the village?
- Should the village boundaries be changed in order to facilitate your vision of the village and the immediate surrounding area, and if so, how?
