Community Reference Group Members Present: David O’Flynn, Ted Bowland, Mike Tyson, Rick Tyson, Ralph Pred, Johan Gerritsen, Stan Shapiro, Bruce Osborne

  1. Adoption of agenda.
  2. Adoption of Minutes of 28 Feb meeting adopted. Agreed to invite Janet Gauthier to discuss the built environment and the affordable housing issue
  3. Chair’s Report:
    1. The Trust has approved the appointment of Ron Bain and Alan Goldin as core members, replacing Vera Robinson and Bruce Patterson respectively.
    2. Alternates for core members: Vera Robinson (for Ron), Bruce Patterson (for Alan), Martin Day (for Larry), Ralph Pred (for John M.), David O’Flynn (for Margaret), Stan Shapiro (for John R.)
    3. David Rapport and Luisa Maffi are ill today and will not be making a presentation on their “Healthy Ecosystems, Healthy Community” initiative.
  4. Marjorie and Ron distributed minutes and working paper
  5. A communications subcommittee  was established.  Ted, Margaret, John M., John R., and Ron agreed to participate.
  6. Report of Working Paper Task Group was introduced by Ron.  Appendix A on Heritage Designation idea was addressed by Stan.  Need for survey of historical assets noted by Chair.  Question of whether we are focusing on Fulford as a heritage area or heritage buildings in Fulford was asked.
  7. Natural Environment
    1. Chair read existing OCP document related to objectives and policies.
    2. Should we include Fulford Creek/Estuary and Weston Lake catchment area even though these might be considered as outside our purview as these are part of our ecosystem?
    3. Chair read Fulford Focus Group’s recommendations on the environment.
    4. References to Weston Lake and need for watershed survey noted in 7.1.4.
    5. The base assumption that we must save the environment and do a survey of environmental assets can drive further planning.  In the Focus Group report, the assumption that there will be increased densities drives their recommendations.  Note the order in which their report is presented. We may want to refer to climate change as the issue that drives planning.
    6. What about solar energy?
